Dr. William Phears, a retired U.S. Air Force officer, member of the World
War II Tuskegee Flight Training Experiment, registered professional
engineer and an award-winning public official, addresses the issue of how
blacks can improve the future of America by creating and maintaining local
environments that focus on the development of children. “Dr. Phears
provides the reader with the opportunity to review our past efforts and to
renew our present commitment to the growth and care of this nation’s most
important product-its young people.” Oswald. P. Bronson, Ph.D. President,
Bethune-Cookman College
